Just a point of clarification, I don't know of anyone making new OEM steering gears. Even gears from Mopar are re manufactured. The only new gear I know of is the PSC Big Bore, but that's big $$.

Depends on the state. Either way I would imagine something like this extends beyond lemon laws, this is more than just a "defect", it's a serious safety/liability issue.

Yes rev matching is giving it throttle to bring the engine RPM up to where it needs to be on the downshift. Heel-toe is a way to rev match when you are braking and downshifting at the same time. IMO...

To add, TJs did not come with full time 4wd. There is a spot in the dash for it only because the same gauge cluster was used in other vehicles that did have full time 4wd.
