Being that the top is textured, I don't think you'll ever get that nice clearcoat look that you're wanting. I believe that part of what makes a clearcoat look clear/reflective is that it is applied...

Sometimes you can get a tiny peice of gravel/sand/debris stuck between your pads and rotor that will cause this.
It could also be the "wear indicator" on your brake...

Unless you are dead set on getting them and that's the best price you can find, I'd look elsewhere.

$2000 would go a long way (and then some) in the aftermarket parts...
