For your budget you could maybe get some type of safari style top or a spiderwebshade. The spider tops are not waterproof but they really cut down on the heat when the sun is beating down on you.

Trying to drive the Jeep in a manner it's not designed for? I've never come close to redlining first gear, but have never had trouble shifting, even at 4k rpms or so.
