If you are planning to pick up an anti-flicker harness, you will need the H13 to H4 because there are currently no (or VERY few) harness manufacturers that build a H13 to H13 anti-flicker harness...

Another thing you can try is to remove the spring under the hood. It makes it just a bit harder to open, but this 100% fixed my flutter on my previous 2009 JKU. Very quick and FREE!
