yup- probably debris of some sort. Our brakes will squeal constantly when they worn, not just when you press on the pedal (I literally changed mine last week).

But the stocks are halogen, so it wouldn't matter how they were "rotated", no? The stock bulbs aren't focusing the light to 10 and 4 like the LEDs... unless I'm missing something?
