The surrounds use long hand wheel screws to fasten through the roll bar. You need tow of these for each side. Your question indicates you may not have these.

I replace my 06 OPDA at 45K miles. Similar wear as shown by the OP. Mine turned freely, but had about 25 mil end play. The new aftermarket OPDA had negligible end play.
