rear bumper question

I saw some bumpers the other day on a TJ that looked like it almost covered the rear frame instead of just bolting to it. It was tight to the frame and not much wider. Anyone know the model?

I have 31's and no lift on my factory wheels without issue. Kelly Safari TSR was the tire I went with. I had to air down the spare to get it mounted, but only to 25 pounds from 28.

Only time I had binding issues was the strap being hung up on something or the sleeve on the sunrider bar. I would take the top down and maybe off ( 2 torx bolts) and look it over carefully.
