OK, I'll play (for a while) ...... at what RPM range do you think a turbo starts delivering it's optimum output? And remember ... in the above post I said "appreciable" horsepower increases. ;)

A wrench must be sized correctly to avoid rounding off bolt heads and nuts. Some "cheap" tools aren't made to the same exacting tolerances as name brand tools....

Driving with a tire of smaller/larger diameter on an axle isn't going to destroy anything if done briefly and at low speeds. Highway speeds of 75 mph and long distances can do damage.
