It is generally a bad sign when the gauges don’t respond. It is possible fuse 11 in the fuse block behind the glove box is blown or even there is no power getting to it from the ignition switch....

It's almost never the relay but assuming the horn works (meaning that relay is good) you can swap it into the starter relay socket to try.
