New member 98 tj 4.0 needs HELP !

Hello everyone...
Just acquired from the bro-n-law in PA.
Red 98 TJ, 5spd man, 4.0, 4" lift kit (unknown manufacture), 33" tires on stock rims, Pia overhead lights Warn winch, tube chrome bumpers front and back with damage on the front, 125000 + miles and some underside rust from the bro-n-law in PA.
It has been sitting for over 2 years in the driveway cause the trans is stuck in 5th gear.
So the journey begins, I live in Spring TX north of Houston, went to Memphis TN High Gear and got a reman. asin for $800.00 then on to PA to buy a tow dolly and haul the TJ to TN (other Bro-n-law).
The 2014 Jeep Trailhawk pulled the load nicely and onto the garage to replaced the trans.
RUST spinning inserts, rusted shocks, broken front shocks, rusted brake lines and gas tank skid plate etc etc Ahhhh. so the quick trans swap was delayed and back to TX.
3 weeks later I'm here in In Lebanon TN back on the project.
New Sachs clutch, pressure plate, flywheel T.O. and pilot bearings.
New Moog strong Ujoints, drive shaft serviced cleaned and balanced (learned after the fact I should have gotten neapco by the drive shaftguy)

The question I have now is should I just buy another lift kit since shocks and springs are needed and which one is a good buy for mild offroading? Was looking at this one SkyJacker 4in. Wrangler Sport Lift TJ401BPH (97-02 Wrangler TJ) - Free Shipping

Also, any leeds to SS brake line replacements and upgraded brakes.

Thanks in advance
DT
any discounts would be nice, want to add 7"fender flares, new bumpers too.
