Question Top vent actuator not connected

My heat/ac only blows out very outside vents in my 97 Wrangler. I have checked and all vacuum lines were connected with no leaks. I removed the dash panels to check the three actuators and found the top actuator was not connected and couldn't figure out where it is supposed to be connected. When I move the selector switch on the dash the actuator rods do move in and out including the top one that's not connected. I've tried to find info even looking a new repair manual and it had no info. I'm sure someone out there has some info on this. I tried a person that was a jeep dealer tech and he had never run into this and didn't know where the loose actuator connected. I would greatly appreciate your help.
