Rusted purchase REALLY?

Ok I took advantage of the Black Friday sale.
I ordered a Rock Hard Sports cage.
It came well packed, but very rusted.
Is this usual the way they are shipped? If so this sucks, and I'm not happy and
I'm going to plaster this all over the web.

If not and this is a mistake, please advise.
See photos.

I bought a set of Currie rock sliders and they didnt have as much rust as yours they did have rust, they are bare steel.Have you tried taking a wire wheel to it thats on a drill? If it cleans up Id wire wheel it all and immediately paint. Thats what I did, primer, paint,Monstaliner. Its been a few years and no issues.
