Start calling scrap yards in your area, you might be able to find a totaled accident Jeep with a good engine. That might be luck of the draw though, Wranglers seem to get picked over pretty quickly from my experience.
If there's a local 4x4 shop they might have some connections, (worked for me when I needed a new rear axle). However they pulled some strings to get me a great deal on parts because they were also doing the swap.
If there's anyplace in your area that does regular hemi-swaps you can sometimes find a hook-up for a misplaced engine. AEV has a shop here in the Detroit area, I've heard comments from other people in the local Jeep community that you can sometimes get your hands on an engine that they've pulled for a swap. No idea how to go about that though. And you might have to wait awhile for a 3.8 to become available.
Check your local 4x4 forums. Wranglerforum is great, but it's more of a "broad spectrum" forum if you will, I wouldn't use it to try to organize a trip to the local off-road park with friends. There are generally local community 4x4 forums that can help you find parts closer to home.
Just a general note too, you can check out Jeep clubs in your area. I'm a member of a club and it really opens up your resources when looking for parts, need help wrenching, or have general questions. Once you've established yourself as not a jerk most people will bend over backwards to help other club members because they know you'd do the same for them.
GL with your search. If all else fails you can always add a couple extra cylinders, those hemis do sound sweet...
