Brake sticking? What to check first..

I have a 4d 2009 JK and I am experiencing an issue that happens...

Coming out of first, it definitely has the feeling that the parking brake is on. Or something is sticking.

I coast in N and the car comes to a stop way sooner than it should on a flat level road.

The parking brake takes like 9 clicks so I am thinking of checking that first but I find it odd, the brake light in the panel is not on...

Anyone have some good links/posts or info to dig into this? my first thought is to take the wheels off and see if it spins nicely..

The hand brake handle (and it's dash cluster light switch) are only tenuously connected to the rear wheel drum brakes - There's a spring and clutch mechanism in the handle that lets tension off of the brake cable when it's down, and grabs to pull it when you pull the handle up. If that's skipping, you could easily get the brake "fully engaged" when the brake pads are already fully engaged.

I would suggest jacking the rear end up and testing how freely the rear wheels spin. If you have an open diff, the opposite wheel should rotate counter to the direction of the wheel you're turning, if you park it in gear (Or P on an auto). If you have a limited slip, park it in neutral and it should spin with the wheel you're turning. If the e-brake is on, you should feel it.
