Help with rancho 7000 shocks

I bought some new rancho' to replace the factory shocks and it came with a little cushion spacer around the piston on the shock tube kind of like a little cushion if the shock were to bottom out and was wondering if that was for packaging or is it supposed to stay on there. One of them seems glued on and the the other 3 are loose soi I wasn't quite sure.
