I never checked to see where the horn is mounted. Does it possibly have mud on the front of it?

sometime around 2012ish they started installing 2 horns. One is near the brake booster, I forget where the other is.

One is on the driver front by the radiator support. The other is 2014 and newer and by the brake booster.

Mine did the same thing for a while...both would honk, but one would quit mid-honk. Never did figure it out. I guess it could have been water or mud. Either way, it got better on its own.

Based on what you said, I would definitely say It got wet. unhook it if you can shake it out, heck use a blow dryer on it. If that don't fix it., just buy a new on their pretty cheap and easy to hook up. I bought a dual horn from Harbor freight tools for I think 15 bucks wired one into the original horn location and the second on the other side.. woo hoo its loud to!!

No body here knows what Jeep you own or where you splashed mud on it. You most likely need to look under the hood for the horn(s) and check the situation out. Did you get mud and water in/on the steering column or under the dash?

Check for cracked wiring as well that might be wet/damp that could cause grounding.
