Need help with bumper after fog light install

I installed the jw speaker fog lights on my 2016 jk. I took the bumper off, now can't back on without it being up.see pic

there are 4 bolts on each side (back sides of the tow hooks) that need to go in the end of the frame horn. hold the bumper by the tow hooks and they will line up.

the tow hooks are the bolts (they are actually studs that are attached to the tow hooks) that hold the bumper to the horn of the frame. the tow hooks will be loose until they are attached to the frame and tightened down.
