Ready to do LED tail light conversion, stumped on one part of instructions. help pls

Hi, excited to do this after successfully ruining both tail lights after wheeling.

Here's the kit that delivered and it looks great:

But this is the on part of the instructions i don't understand:

could someone please help: is this a potential spot for the resistor or an option for a one of the plate bolts?
