Smart bar issue.. 08 Rubicon

I took my entire sway bar assembly out today in an attempt to clean/refurbish the not currently working sway bar disconnect system.

After finally getting it cleaned up enough to work I noticed that the shorter end of the sway bar going towards the passenger side is locked and will not rotate weather the sway bar is engaged or disengaged.

I can get the longer side of the sway bar going toward the drivers side to spin after manually disengaging the sway bar but for whatever reason the shorter end will not budge..

I'm doing all of this in an attempt to run the evo manual disconnect however if I cant get it to work I suppose I'll just have to run quick disconnects on my sway bar links.

Just looking for some guidance. I'm far from an expert mechanic however I do have a decent mechanical background. Is there something I'm overlooking?

I took mine apart a month or so ago and had the same issue. I felt like when I first took it off and apart that it rotated, but then all the sudden stopped. I cleaned it all up, got it back together and reinstalled. I'm not worried about it because the electronics are fried anyway and I want it to stay solid as I have quick disconnects. Don't know if this helps or not.
