Steer wheel very hard to turn?

I took my jeep down some trails and now my steering wheel is very hard to turn at slow speeds or stopped. It works fine when driving normally.

-There is a quiet whine when turning the steering wheel
-The power steering fluid was dark red and looked fine
-The steering components and stabilizer looked fine

What could be the cause?

Also i forgot to mention that i made sure it was not in 4wd by taking it in and out of 4hi a few times but im not sure how to make sure there isn't an error with the linkage

Best way is to shift it out of 4wd, and then back up 10 or 15 feet.
Takes the torque off of the gearsets

Check you power steering fluid level and smell. If it smells burnt or low address it.

Sounds like power steering personally. A car with no power steering will turn perfectly fine when moving and will be difficult when stopped or moving slowly. Also the power steering will make a whining noise when it's not functioning properly whether from the belt or another source.
