Stock rear bumper?

What's inside the bumper? Any steel reinforcement? I want to install a set of flush mount cubes for backup. Can i dremel, sawzall or jigsaw the holes? Thanks

Scrap that plan. Plastic bumper cover is only about two inch thick. The real metal bumper is behind it. Lights about 3in deep.lol
