Another Auto Transmission slippage question

I've done some searching (probably not enough) but here it goes...I recently bought a '99 TJ with 180K miles. The transmission performs fine after starting the Jeep from a level location.
The problem is when I park the Jeep facing up hill for more than 20 minutes or so. At that point, when I start the Jeep, it will shift into 1st and/or reverse, but the engine rev's and the tranny slips.
Once I get the Jeep back on level ground, it shifts into gear and works flawless.
Fluid changes were done regularly by PO and the fluid level and color/smell are fine.

Simple things first…Check the fluid level; hot, idling in neutral, parking brake set on level ground.
Make sure it is full and not just in the range. they do not like to be low on fluid, not even a little bit.

Some folks have reported that extra tranny fluid helps prevet slippage on hills. How much extra, I don't know, maybe up to a quart. I do know that I put maybe a quart extra in my 2003 auto tranny, and it stopped a habit it had of slipping a little when I turned to go up a hill at a crawl.
