HVAC blower does not work on first two settings

This is for an 06 LJ. The first two settings do not work. Several months ago the first setting stopped working. And now the second one stopped working. When I drive you can feel air come out just a little bit. The third and fourth settings work fine. What could be wrong?

most likely the blower motor resistor is out - its on the passenger side under the kick panel

Generally it's been my experience that if only the highest fan speed works, it's the resistor. However, if any of the lower three work, I'd be looking at the switch. When I bought mine, it only worked on 1, 2, and 4. A $16 switch fixed it right up.

That sequence of events is totally consistent with a resistor unit failure. The unit incorporates three resistors. All three are used for the lowest speed, two for the next lowest and one for the next highest speed.

Checking the resistor for continuity will tell you everything you need to know.

I lost my speeds one by one over time. 1 went out, then 2, then 3 on my 03. My neighbor's did exactly the same

97-02 do have a common problem with the switch

I just replace both at same time, no need to replace continuity and no need to get into dash again later.

I had the same problem. Replaced the resistor pack and it fixed it. You'll have to unhook and remove your glovebox, then contort and twist your hands and a 8mm wrench and/or small 8mm socket in there to get at the two 8mm bolts that hold it in, then you can pull it out and down from under the dash and unplug it from the harness. Replace in opposite order and enjoy all fan speeds. The resistor pack was about 15 bucks.
