I have a 98 TJ. I got a hitch that mounts to the frame. It has carrage bolts that need to start inside the frame and stick out the side , through the hitch and then fastened with bolts. I can't figure how to get the bolts inside the frame. I took the bumper off and I think I need to take the piece off the back that covers the end of the frame. This piece seems to be attached to the tank skid plate and also has the tub sitting on it at the corners. Do I have to jack up the tub to get this off?

This part's a PITA. Take some wire, feed it through the mount hole and fish it down into the oval opening on the bottom of the frame. Attach the bolt to the wire and pull it up and through. It's a delicate process. I did not take off the bumper.
Hint - before you do this, make sure things are lining up perfectly, I had to slightly open up my frame holes for alignment reasons.

Yeah, Mine came with the wire, I just screwed/wrapped the bolt into it, feed it through the oval hole and carefully pulled/tuged it through the hole.

Doh. Thanks for the info. I can't believe I did not think of that. I should have posted before I took the bumper off it.
