New screeching noise

It's cold here, so this morning I went outside to start my jeep up to check the battery (had some problems with that recently but after replacing the alternator and battery, all is well). Anyway, on starting it up, this horrible screeching noise started. This is the third time it's done it.

The previous two times, once yesterday and then once about three weeks ago (before I messed with my battery and alternator) when it was this cold, I'd drive it to the end of my street, turn it off and turn it back on and the screech was gone. It stays constant no matter the speed and goes away if I start it up after it's warmed up.

With the ice, I didn't drive it this morning. Does anyone have any input as to what this could be?

2002 4.0 liter with a manual.

I thought it did. It has a tensioner pulley that I had to pry down to get the belt on and off.

A 2002 would have an auto belt tensioner on it. You said its not speed dependent, but is it RPM dependent? Was the belt replaced recently? Check belt condition. Also try removing the belt and spinning the pulleys by hand to see if they're noisy or seizing.

No, it stays constant no matter the RPM. I replaced the belt in August. It stops by itself after its warmed up. I'll try checking the pulleys.

Go around and check all your pulleys pivoting with a screwdriver for play, if you find one that pivots in or wiggles it's because it's out of alignment and replace accordingly. Also check the crank pulley by prying hard from behind the pulley. (Everyone says how crank walk never happens lol my luck. I had a squeeling pulley because it was out of alignment long story short my crank pulley would pop in and out about 3/8 of an inch. I had to do a full motor rebuild) anyway get some soap and let it condition the belt, if it stops the squeeling it's probably a pulley out. Also make sure it's not the barrel of laughing monkeys with your opda.
