O2 sensors 2000 TJ 4.0 L

Have followed threads here before.

Check engine light on, error codes P0132 and P0138. Changed O2 sensors with NGT sensors upstream and downstream of cat. converter. Ck. engine light goes on again, P0138 again seen on diagnostics.

Jeep driven intermittently, has only 28,000 miles only.

When removed, both old sensors black and carbon coated.

Checked fuses. Wiring appears OK. Could this be a fuel or injector or computer problem? Any suggestions on how to proceed?
