Odd noise coming from engine bay

I noticed this odd noise coming from my engine. It's a 98 Sport 4.0L manual. Here's a video of the sound:

I picked it up on Saturday and it sounded fine but after driving it across the country back home I noticed this sound but I can't find anything on what it might be. At first it sounds like a switch goes off and its followed by "rurururu" sound.

Any ideas on what it might be?

I also noticed the oil pressure fluctuating but i didn't notice it till after I stalled trying to get on the freeway and the oil pressure went to zero and the Check Gauges light came on for a second. It goes from 20 psi at idle to ~40 psi when actually pressing the gas, but not necessarily in line with the 10psi/1k RPM rule I've read about. Is this normal or should I look into replacing the sending unit or any other part of this system?
