Rear DS brake hanging up

I have a 1997 TJ with 141,000 miles bought it when I lived in WV only used it on weekends 1-2 hr at a time.
When I moved to NC I registered it and still us it mostly on weekends but for 3-4 hours at a time.
Last week I smelled what I assume was the left rear brake overheating, also the it was pulling to the left.

At the time I was about 30 miles from so I took it easy and got home.
It seemed to ease up after a few miles then would act up again.
I pulled the drum today and the pads and drum did not look too worn (3/16-1/4" pad material) no noticeable wear to the drum. There was no brake fluid to be seen any where on the pad or drum.


The emergency brake cable shroud going to the pads was sort of bulged out and cracked but does work.


I don't know if the hardware is oem or not.

My question is should I replace the springs and hardware first or just have a brake job done.
I have done disk brakes before but not drums.

The leading shoe on a drum brake is self applying meaning friction with drum pivots shoe harder against drum
Make sure spring retracts it properly as slight drag only apples shoe harder
