remove skid plate bolts

Hi, Just wondering what the best method (s) would be to try and successfully remove the skid plate bolts on my 2002 stock Wrangler Sport? I have access to a torch. Has anyone ever used a Tig torch for heating rusted parts for removal?
They will definitely be rusted in there.

Heat can definitely work wonders for getting those particular bolts out. I had aftermarket flat allen head bolts there from Rubicon Express and they seized in place. I eventually stripped their allen head sockets and ended up MIG welding short bolts to them. The heat from the MIG welding process loosened them enough that a wrench was barely needed to unscrew them after that.

have you tried penetrating fluid like kroil or 50/50 atf/acetone mix? let that soak in for a week reapplying every so often, and see how it goes
