Sluggish performance when AC on

BACKSTORY

So I have a 98 tj; 4 cyl., 5 speed, originally not equipped with AC from the factory. Went ahead and bought myself all the components and installed the complete system myself. Running a prelubricated GDP compressor TYC lines Condensor and Evaporator. Everything required to run an AC system like Jeep Air kits

Everthing went in smoothly. Took it to an AC shop to run vacuum tests and charge the refridgerant. Vacuum test passed. When we went to charge up the refridgerant one of the snap-in lines popped letting some of the refidgerant out because I failed to lock in the spring properly. The technician was super quick to catch the line and clip it in. I asked if it was ok that that happened and if we had to restart the charge procedure. He said that barely any got out and that I should be fine.

THE PROBLEM

I started the car and ran the AC to test it. The car blew semi cold air. As I began to drive I noticed the AC got less cold. I immediatley returned to the shop to tell the tech. He looked at the fan clutch and said that it was worn that was the problem and he said as I got speed the air would get colder. It was late and he was getting ready to close up shop. I left with that and paid close attention to how the AC performed at speed...
No change. Air was barely cold even at highway speeds, no change. Another thing I noticed was that the car was very HESITANT and SLUGGISH with the AC compressor on. Car immediately drove fine when I turned off the AC and the compressor alomg with it. Any ideas?

First thing monday I am gonna take it back to the shop. I am hoping that its just a result of that split second when the line popped off during the charge up. Any input from AC specialists is greatly appreciated.
