Some Rust

I have some rust behind my rear bumper that I would like to try to fix. The only reason that I can think of that caused it is back-to-black. Could that cause it? What would be the best method to remove it? I have attached photos. I wiped them off with water right before I took the pictures so the rust can be seen better. Thank you.

Use a Dremel tool with the small wire brush or whatever will get in the space to get out as much of the rust as possible (the more the better). Then use a rust inhibiting primer, like Rustoleum, and finally your color coat.

Back to Black wouldn't have caused it to rust. Salt in the air will cause it to rust... You do live in N. Carolina....

I rock the 95 YJ my man... im inclined to say 'dont sweat it'. I'd kill to have that little rust, ha ha.!! but i agree, dremel that or a wire brush, steel wool, whatever. You can hack that out of there!
