2000 jw se with 33-12.50r15 tires and no power!!!

Just got this 2000 wrangler se with 63,000 miles, has 2.5 4 cyl motor, has 33-12.50r15 tires and nooooooooooo power. If tree leaves are blowing and driving into the wind, top speed maybe 55mph. Dont know what axle ratios i have but i would bet stock.
I wouldn't be against going back to stock tires and wheels. I am 67 and looks don't mean that much to me. Don't get me wrong, it is a sharp little jeep, but the big tires don't do that much for me.
Also going to do full tune-up, plugs, wires, rotor, and cap.
The previous owner said he purchased the jeep for high school boy, but he wouldn't drive it. Said he didn't have enough room for his hunting gear and dog. I am betting he wouldn't drive it because of the power issue. That explains the low mileage.
So, what are the comments on getting a little better power out of my jeep.
