Lift or not to lift

So just purchased 2004 Wrangler with 30k auto on with stock rims and tires. Looks a little whimpy any suggestion to make her look a little tougher on a budget?

Taking off the steps, taking out the bumper jug things, and a 2 inch budget boost with 31's would look good.

2.25" spacer lift, 4 Wheel Customs - TJ/LJ/Rubicon 2.25" Complete Budget Boost Kits DC2 wheels 33x12.50x15 Duratracs. Served me well for 4 years or so. it's my DD. 2nd pic, I just added a 1.25" body lift, and tube fenders
