Pro Comp 7080 problem

Looking for advice. I have a new set of 17x8 4.5" bs pro comp 7089. I just mounted Nitto Terra Graps 285/70/17 but the shop tech said he couldn't get the wheel flush so now they are sitting in the back of my 2011 JK. Will my problem require a spacer or did the tech just air ratchet the first lug ( I hear pro comps are touchy) and not line the wheel with the hub correctly?
