Tire frustrations

So I'm looking at getting new tires within the next week or so. I went out to see exactly what size I was looking for and the tire read 12.50 x 33 R15, Im not sure why but I decided to measure the diameter of the wheel also and it wasn't 15" it was more like 16.25" (which I'm assuming is supposed to be more like 16.5"). Is there a way that the wrong tire size could of been put on the wheel when the previous owner last got new tires or am I just being a newbie and overlooking something very simple?

Any help would be appreciated!

Shot in the dark here-but I let the tire people worry about the "size". I wonder if it is kinda like clothes-a medium is a medium and everyone is the same or close enough that it will work?
So if my Jeep came with "30 inch" tires that were actually only 29.5" tall, everyone would be calling them 30"-and 31"s probably are not either 31 inches tall either.
Are the rims factory? that will decide which way you can go for tires.

that is true, but im not so much worried about the 1/4" difference on the actual rim as I am the 1 inch difference on my what my tire says and what my rims measure. see if its really somehow 15 then the biggest i could go is 33 like it has on now. If it was 16.5 though or even 16, I could go a lot bigger =) plus the guy im having put on my tires has to order them before hand. I just didn't know if it was possible to put on tires that are "too small"

15" is the seat of the rim. Not the outside of the rim. Look at this.
