Tire make screeching sound when turning hard

I have a 2000 Jeep Wrangler and I have slightly oversized tires on it. No lift whatsoever. Whenever I make hard turns I hear a screeching sound... It is really annoying to me and those around me. I went to the shop and asked them how they could fix it and they said to cut the bolts shorter. So I had them do just that. The problem was fixed for a month or so but now that screeching is back and I want to get rid of it permanently. Does anyone know how to get rid of it?

My only guess would be some really bad rubbibng, like the actual wheel on something, or something to do with your steering is messed

What kind of screech like from a tire rubbing something? Its possible that its just coming from your power steering being cranked all the way over. I know if I turn completely left, or completely right, my steering box will squeal.

Really specific question, but do you drive on really slick/smooth pavement or concrete? only reason i ask is because at my local mall the pavement is really smooth and when you turn the tires screech, no matter what you are driving.
