Front dash, wire behind speedo cluster?

Ok, working on 2013 JKU front dash for speaker upgrades. Took out the speedo gauge cluster and saw this extra black plug with just 3 wires going into it.
It's the wires and plug by the white tape I wrote 'This' on...
It was not connected to the back of the gauge cluster.... So what is it for oh great Jeep gods?

And now the windshield wipers run all the time when the Jeep in running.

I think someone said in another thread it's the plug for the locker/sway bar switches on the Rubicon. That would make sense because I have the same dangling plug on my Sahara.
