Are full door windows supposed to roll all the way down?

So there it is....my really pressing question that I could not find an answer to. Mine go to about 3-4 inches from all the way down. Sorry for wasting bandwidth, but I suppose the answer, and thread, will be short

Thanks guys
I'm quite familiar with these doors cause I took them all apart. I'll bet I reversed the mechanisms. Almost all done for the most part....
