Bumber bottom bolts stuck.

M installing a new number and removed the top stock bolts fine but the bottom ones are stuck, even PB catalyst isn't working

that certainly is a bumber, there are a number of solutions. Number one would be to apply heat with a torch being careful of your gas tank obviously, number 2 would be to try driving it in a little spraying more pb blaster and then driving it back out, if you strip it hopefully you can get some vise grips around it, hope that helps get your "bumper" off

Are you using a breaker bar or impact. If a impact won't get it off use a 3' breaker bar it'll come out

Apply heat then immediately cool with water from the hose pipe. Watch for steam. I have found that changing temp of the material quickly works well when trying to free rusted bolts.

Took it to a jeep shop and the guy had to use a circular saw to cut out the nut and bolt. They were seized. He welded in a new one and sprayed it free of charge. Final product

Getting to this late, but I've always had good luck with the proper amount of heat. Fire it up to cherry red or even orange. Then give it a twist. Sometimes, it takes two heatings.
