I.D.ing jeep reference numbers

Recently, I replaced the fuel tank skid plate on this '90 YJ and happened to notice numbers stamped into the cross member under the bed of the jeep. Looks like the last 8 vin serial numbers, so just another place to verify original configuration of a jeep. Also since I don't know the history of this YJ, I'm always suspicious of any thing that may have been altered or replaced previous to my purchasing it last year, even tho everything thing seems and runs fine.
I knew when first looking at this YJ, that it had a new replacement alternator, starter, brake lines and later found out the this motor is a 1995 block serial number. Now after changing the rear differential fluid, I see this number on the cover of the pumpkin and wonder why it seems to have a 1991 date stamp?

Date numbers on parts generally refer to either the date they were made or the date they were last revised. Common parts (same from year to year) are run until they are gone, year specific parts will be discarded or put in storage for 'spares'.
The tag on the side may have more accurate date codes on it.

The number on the cross member is for tracing in case of theft.

I have no idea about the first part. The second is absolutely correct.
