Take some windshield washer tubing or any 5\16 tubing, split it all the way one side then slip it over the center cooling fin and use silicone adhesive to hold it in place. All youre doing is disrupting the airflow over the cooling fins beacuase thats what causes the whistle

It's too bad the lamp manufacturers don't spend more (if any) time in a wind tunnel. Some minor changes to the cooling fin shape would probably eliminate or minimize this issue.
Run a piece of tape across the leading edge of the fins: top then bottom then both. Test run each to see if it makes a difference. If it does, you can make it permanent by filling the area between the fins with silicone or similar.

do you think silicone would affect the heat sink ability of the fins ?

In the amount needed it shouldn't. We're not looking to completely fill the void, just the leading edge to change the airflow.

i put a an inch bead every 10 inches just to hold it in place. they make isolators made from rubber that fit in the fins but this works and its very cheap

Door edge molding works well also, and it comes already split with the glue already inside. Should be available at Carquest, Advance Auto or maybe even Walmart. If not, try J.C. Whitney.

Good Luck, L.M.
