Mystery bracket

Hello,
I have a 95 YJ with two of these brackets (one on each tail light). Have a received a lot of ideas from buddies about what we COULD do with them, but no one I've talked to has yet to know what the intended purpose is. Any thoughts?....

Roof rack mounts, some were hinged so they were easier to put on and remove.

This is the same idea but it's mounted to the bumper instead of the body
