Question about material

Hello Jeepsters,

I am currently working on my son's 95 YJ Wrangler. I am replacing the water pump, thermostat, alternator, radiator hoses, top and bottom, and the heater hoses.

As I was removing the fan shield, I noticed that there were 3 plastic plugs at the bottom of the shield. They were pushed thru what appears to be some kind of cloth material that protects the underside of the engine compartment. It is old and a bit torn. Can someone tell me what that material is and what it is called so I know what to ask/look for to replace it?

Thank you in advance for any help.

Do you have any pictures? Make it way easier to see what part you mean.
