Rusting lug nuts

Back in May after the Michigan winter I noticed that my lug nuts on the spare tire were getting rusty so I sanded them down a bit and got the surface rust off. Now a few months later the same thing has happened so has anyone else had this problem and found a way to fix it?

I was thinking to maybe sand them down again and spray a few clear coats, would that possibly work?

I just bought new ones that were black from autozone when I noticed the rust on them

Unless you are worried about the looks, I wouldn't stress on it if it's just surface rust. But I always put a little anti seize or lithium grease on the threads so they don't seize up. Just a little..
