Seat Belts Won't Pay Out

I took the rear seat belts off my '94 when I repainted it. I'm finally getting around to re-installing them. The belts have retracted and won't pay out again. I looked in my Chilton/Haynes manuals. Nothing. About as helpful as a screen door on a submarine.

Anybody know how to make them work?

Probably rusty retractors. Pull them all the way out and then spray some CRC or WD40 into the mech inside.

There is a pendulum action inside that locks up during a crash or when you are off camber. If you hold the unit level, the weight will release the lock pawl and it will pull out.
