What is this on a YJ Dana 30?

I've got a buddy with a YJ and we're not sure what this access area is for. His has some sort of wire connected to it as well. Any idea's?

CAD central axle disconnect its vacuum operated actuator (not shown) that connects the passenger side axle shaft to the differential to engage front axle

There's nothing wrong with a CAD setup if it's working properly. I've owned numerous Chrysler vehicles with a vacuum operated CAD & never had a bit of trouble with them.
