Yeah, that's what I was thinking and I'm pretty certain that's it. But VIN decoder indicates this jeep came with a soft top. The switch is hooked up to something. You can hear a relay click under the dash when you turn it on and the switch itself lights up.

Maybe the hard top was aftermarket/dealer installed.

Fog light switch?? Does it only light up if your headlights are on??

left is a rear defrost switch, right is fog lights. those symbols are universal in every car, but the previous owner may have wired the switch to something else.
