It looks to me like some sort of Bluetooth receiver that taps into the OBD-II port and is intended to stay connected at all times while leaving an open port available. not sure if its for an app to connect to and run diagnostics, or some sort of pedal commader type tool. Can't find that same thing looking around on the web. Is there a company name anywhere on it or a serial number?

agreed, I'd think it's an OBD-2 diag setup - perhaps to a custom head unit?

could also be a GPS tracker using the OBD-2 port for power.

+1 on the GPS Tracker. Theres only two wires coming from that OBD connector set. Ive seen enough repo youtube videos to think that was either installed by the Lender or the dealer as insurance that you will keep up on payments. Im not blaming you, it could be from a previous owner with less-than-ideal credit.

Wow interesting. Given it was a 2017 he just purchased, seems that finance company or dealer made a good bet on a GPS tracker with the previous owner!

Yup it looks very much like GPS trackers that were installed on a fleet of trucks where I used to work.

OMG! I totally missed that timing! Wow thats hilarious/sad for the previous owner.

Sidebar, how sad of a world do we live in, that someone doesnt know how to manage their finances? They didnt even make it a year!
