Cobra 29 ltd cal/swr question

when following Cobra's instruction, chanel 1, switch to CAL , depress mic, turn knob so the needle is on the CAL arrow, then switch to swr and ajust so the swr is below 2. then repeat for chanel 20 and 40.
this i get it, BUT, when bringing my swr to below 2, and checking again in CAL, the needle goes only half way...
the question, should the needle while on be at the far right AND when switching to SWR be below 2? i can get one or the other but not both...

the ground from antena's bracket is good, i have continuity when checking to chassi and - of battery
