FOG light indicator

The Fog light indicator on my dash is alway on, even with key in pocket. I checked the fuse under the hood and it is good. The lights do not work. I have not checked the lights themselvs since both are not working. Any Ideas. Think I need to get a service manual.

Also, What is the IOD fuse? It has two possible locations, storage and in use. Mine is not in the storage position.

I realize this was posted a while back but I wqas wondering if you ever found out why that darn fog light indicator on the dash stays on, even with key out??? Driving me crazy.
